What is it about?

The article propose a method of measuring the degree of local government autonomy vis-a-vis the central government. The paper applies this method to measure the degree of local government autonomy in Brazil, India and South Africa.

Why is it important?

The article contributes to the growing debate on how autonomous local governments are from central governments. More concretely, the article is important for the literature of local government studies because it advances a qualitative measurement that helps scholars and practitioners to assess the degree of local autonomy of countries over a large period of time.

Perspectives

The article helps us to understand and measure the level of autonomy of local governments, which is critical issue to elucidate in order to evaluate the ability of local governments to design and implement policies free from the interference of other levels of government. This article was written as a response to the growing need to come up with more simple measurement method of local government autonomy that allows us to compare these local governments across countries.
