What is it about?

The English language should not be seen as hanging in the ether. It is a part of English ways of life. Claims that someone knows English without sharing in that life, are in a sense plain misleading.

Why is it important?

This point is of vital important. Certifying people as competent in English when they might well remain incompetent in 'English-speaking society' is producing brain-drains and motivations that may be almost entirely financial for migrants and so on.
