What is it about?

South Africa's healthcare system is currently dealing with two key challenges: inequality and a history of fragmentation. This chapter provides an overview of the country's health policy development, spanning seven phases from the 17th century to present day. The chapter highlights the transformative efforts that have been made through initiatives such as the National Health Act in 2003 and the eHealth Strategy in 2012. To assess progress towards transformation goals, this chapter examines five maturity models using a maturity assessment framework.

Why is it important?

Numerous articles and papers have explored the topic of the public health sector, yet few delve into its historical foundations. Moreover, when discussing transformation in this field, there is often an emphasis on technology without acknowledging the importance of structural and legal elements. This chapter aims to address these crucial aspects by interweaving them.

Perspectives

The chapter makes a convincing case for the broader implementation of maturity assessment in order to address all stages of the lifecycle. Incorporating such an approach would greatly benefit organizations by offering a comprehensive understanding and evaluation of their recordkeeping practices from creation to disposition.
