What is it about?
The Indian government reduced public employment as a way of reducing high expenditure on salaries and pensions. Even though it was not confined to any particular group, there was a reduction in male employees only while the number of female employees continued to increase. The paper studies this paradox.

Why is it important?
The proportion of females in public employment is very low. The government has taken a number of measures like reservation of jobs in public employment which has not been found to be effective. On the other hand, higher education for women is an important factor for more female employment in the government sector.
Perspectives
The paper has been the product of a collaborative effort and the findings are very important.
