What is it about?

Instead of rewarding new pharmaceuticals with monopoly patents, which often lead to prices that are thousands of times higher than cost of production, we should reward them according to the health gains actually achieved with them, counting all beneficiaries equally. This system would provide ample incentives for innovation and would ensure much wider utilization of effective medicines.
