What is it about?

Our research reveals the problems of vocational education in wartime conditions, in particular the organization of the educational process, the use of different forms of education, and the study of the level of satisfaction with the educational process among students of vocational education.The purpose of the study is to research the impact of armed conflict in Ukraine on the development of vocational education, the relocation of vocational institutions from the temporarily occupied territories by Russia was analyzed. The study was conducted on changes in the number of teaching staff in Khmelnytskyi region, and changes in the composition of the contingent of education seekers. The comparison was made to forms of education; the main resources of distance education were analyzed. It was concluded that to continue the educational process in the conditions of armed conflict, it is possible to use different forms of training, which the administration of institutions, deputies for academic affairs and related specialists can consider in accordance with each specific situation, as well as studying the level of potential threat, both for teaching staff and for students. In addition to physical violence, the war brought a number of psychological problems that need to be solved, as well as building an educational process under the constant threat of missile strikes, artillery or bombing. The norms of full-time education change depending on the institution’s ability to provide conditions for the protection of participants in the educational process during air raids. Institutions are recommended to conduct the educational process in mixed forms of education, introduce shift training and plan large winter vacations, to avoid an economic collapse due to the heating of the educational facilities, increase the working hours for teaching staff to 60 hours per week, continue the educational process after June 30. The Ministry of Education and Science, international organizations, regional military administrations and the international community are putting a lot of effort into developing recommendations and mechanisms to protect participants in the educational process, and planning the educational process in emergency situations and military operations. When planning the educational process, in addition to the recommendations of the authorities, it is necessary for institutions of vocational education to independently study the work of other scientists in which military actions took place, to analyze the experience that updates the analysis of valid international documents and practices.

Why is it important?

The war makes adjustments to people's lives, and the conditions in which all participants in the educational process are living are specific, creating a constant emotional burden. In addition, some students are abroad. All these factors need to be taken into account when organizing the educational process for the academic year 2022-2023, providing for a combination of full-time and distance learning. The purpose of this study is to study satisfaction with distance learning, readiness for full-time, distance, blended or asynchronous learning in professional higher education institutions during the war and the attitude of students to such learning; to find optimal conditions, based on existing mechanisms and recommendations, for the educational process in modern military conditions. The main methods of the study used the following scientific methods: empirical - at the stage of collecting the necessary data (conducting a survey), economic and statistical - in the construction of graphs, grouping method - in the analysis of the relocation of institutions of professional higher education, and theoretical - in describing the types of training for students of professional higher education. From July 4 to 11, 2022, with the help of deputies for academic work, teachers, an online survey of 119 students of professional higher education of 3 professional colleges of various specializations was conducted.

Perspectives

The main task for the management of VET institutions is to ensure the safety and protection of students, teachers, and staff in emergency situations and hostilities and to establish an effective continuous educational process. There is no single correct recommendation for continuing the educational process in a time of war, but rather a set of actions and ways that management can consider according to each specific situation and review the forms of training almost daily. For an institution to operate effectively, it is necessary to prepare today, to develop curricula and training schedules, taking into account all aspects of caring for people's lives and health. Some security measures should be prepared in advance, such as an emergency plan or a security plan for the VET institution. The study does not exhaust all the peculiarities of organizing and conducting the academic year in VET institutions and cannot foresee all the challenges that educators have to face in the context of war. Further research is needed on the problem of continuity of education and the combination of different forms and methods of teaching in the context of each specialty in order to combine safety, a high level of theoretical knowledge and practical skills
