What is it about?
This is the last one in a series of papers on quantum foundation. Based on some simple postulates, essential parts of the quantum formulation appear. The basic assumption is the existence of two different maximal accesible variables in some given context. Letting this be associated with the mind(s) of an observer or of a communicatin group of observers, a natural general interpretation of quantum theory emerges. Applications are given to the Bell experiment and to quanum decision theory..
