What is it about?
The work fills the gap in the systematization of the empirical experience of using a decentralized model of electoral management in different countries and offers its theoretical interpretation. Decentralization of electoral governance was considered not only in the vertical, but also in the horizontal dimension. Electoral governance is the only policy area that has its own “intra” system of checks and balances. As a result of the use of cross-case analysis and the principles of traditional institutionalism, the main forms and criteria of decentralization of electoral management are determined. The distinctive features of centralized and decentralized models of electoral management are formulated for the first time.

Why is it important?
The administrative and political effects of this model are revealed, among which the most significant is the counteraction to abuse of power while conducting elections. The article is aimed at overcoming a negative attitude towards a decentralized model of electoral management, prevailing in modern literature. It is proposed to consider the decentralization of electoral management as one of the institutional factors that contribute to ensuring electoral integrity.
Perspectives
The prospects of transforming the principle of decentralization of electoral management system into one of the new election standards are observed.
