What is it about?

The purpose of the paper is to clarify the issue on the emergence of the institution of election commission as the basic and most widespread type of electoral management body. The study is based on an approach to interpretation of election commissions as collegial independent bodies responsible for conducting elections. Empirical evidence of this work is the historical sources on the history of electoral management in Latin America in the XIX century that became available in the last decade.

Why is it important?

The study provided the significant shift in the views of the geographical and chronological frameworks of distribution of election commissions. The article concludes that the occurrence of the first central election commissions happened in the last quarter of the XIX century (in Colombia and Peru), i.e. more than half a century earlier than it is accepted in contemporary literature.

Perspectives

The main stages of institutionalization and ways of creating the election commissions are determined.
