What is it about?

This article looks at how the BRICS countries — Brazil, Russia, India, China, and South Africa — are creating rules to guide the use of artificial intelligence (AI). The author builds a tool called the BRICS AI Readiness Index, which measures how prepared each country is to regulate AI. The study examines national laws, AI strategies, and key factors such as ethics, the economy, government structures, and timing. According to the findings, China is the most advanced in developing AI regulations. Brazil, India, and South Africa are making progress but still face many challenges. Russia, on the other hand, is far behind in building a clear framework for AI regulation. The article also discusses important issues, like the ethical dilemmas that arise when using AI, how public trust depends on the type of government in each country, and how the timing of policies affects regulation. In the end, it argues that each BRICS country needs specific, well-adapted policies to improve how they govern AI in fair and effective ways.

Why is it important?

This is important because it helps us understand how major developing countries are preparing to control and guide the use of AI. Clear and fair rules can make AI safer, more trustworthy, and more useful for society. It also shows what each country needs to improve to make AI work for everyone.

Perspectives

This article informs us about the differences between AI development and deployment in democracies and non-democracies of the Global South. Also, it shows the relevance of regulatory capabilities of the state in the development of AI. Considering state regulatory capabilities, Brazil and China have interesting regulatory trajectories that set them apart within BRICS countries.
