What is it about?
This paper provides the whole concept of the Electric Engine, including the science, math, physics, and engineering to produce a prototype engine to test the effect. There is a prototype being built. A detailed schematic and system block diagram is included to allow a user to experiment with the concept.

Why is it important?
If it works, it could revolutionize air and space travel, because it does not need to carry propulsion and can achieve immense thrust, at least on paper, in the zettanewton range. Even if it only produces meganewtons, that is surely enough to power many spacecraft and to be used as an asteroid deflector.
Perspectives
In order to become a spacefaring race and reach the stars, humanity needs to consider more propulsion methods. This one appears to provide benefits, and a prototype is needed to see if it should be further pursued.
