Historically, since the beginning of industrial revolution, and even before, product development involves iterated "design, build, test, assess" cycles. Today's systems have reached a level of complexity that it often takes 10 years or more before the first tests of a new system are completed. Design defects discovered then take extensive rework to fix, when they can be fixed. The result is that the last three major military air craft procurements, the JSF, F-22, and V-22 took over 20 years from start of project to Initial Operational Capability. The design and analysis of computational prototypes can be much faster, shortening the product development process by years. Goodyear Tire used this approach starting in about 2003 to reduce their time to market from 3 years to less than 9 months, and increased the number of new products from 10 per year to 60 per year. Their 2009 annual report refers to their computational prototyping capability as their "innovation engine." Together with other DoD Programs such as the Engineered Resilient Systems, the CREATE Program has the potential to enable the DoD to achieve significant improvements in product innovation.
