What is it about?
The Asian Development Bank supports inclusive urban development under its Urban Operational Plan. This Inclusive Cities Tool Kit provides guidelines for ADB staff and their development partners to engage in development and implementation of projects and programs, using the inclusive urban development approach, as an integral component of ADB lending programs in its developing member countries.

Why is it important?
The toolkit presents methods to gather the required information on a particular context and location for Inclusive Urban Development (IUD); to decide priorities; and to plan, design, and implement inclusive urban projects. It presents an opportunity to create a record of the project design process that may be of use for others as well to scale up activities; to consolidate information that may be dispersed across different institutions; and to support ADB staff and other development partners to focus on the importance of IUD. The operational focus is provided by practical guidelines and criteria for IUD projects and is designed to stimulate innovation in the solutions and approaches that define IUD projects.
Perspectives
“Inclusive” urban infrastructure development is defined as an integrated approach encompassing sustainable, resilient, accessible, and affordable solutions to the challenges faced by the urban poor and vulnerable groups by enhancing their access to urban services and infrastructure through targeted investments. Investments will address the socio-spatial issues to ensure Livable Cities.
