This study examines possibility and efficiency to use voluntary governance to supplement the state-centric governance in the transboundary heavy metal pollution.

Transboundary heavy metal pollution is a huge issue in ASEAN countries. One country produces the pollutants and another country suffers from it. Efficient governance in this region is strongly required.
