What is it about?
The 57 participating States of the Organization for Security and Co-operation in Europe have developed a detailed toolbox to prevent and counter terrorism. However terrorist acts continue to take place here and there in the region. Should the toolbox be implemented more effectively or should new mechanisms be developed ? What would be the best way forward?
