What is it about?
Overview of the evolution of involuntary resettlement in Nepal. The emphasis is on involuntary resettlement as a consequence of hydro-power projects that incorporate dams for storage of water, where the local people in the valley to be dammed has to move away. There is a focus on culture, ethnic minorities, and compensation issues.

Why is it important?
This represent a first effort to address the overall situation as regards infrastructure projects in the energy development sector. There is a special focus on hydro-power. The sector is evaluated to a large extent from the point of view of the local population.
Perspectives
One major importance of the paper is that it focuses on the role of the public sector in large-scale and complicated energy development projects. The paper addresses the capacity as well as the capability of the public sector in managing such projects. Further work to address these issues in more detail is planned.
