What is it about?
The question asks if Internet governance ("rules" and "rules about rules" concerning the Internet) is possible at the international level. The paper discusses a theoretical framework that for globalisation a troika of factors are essential--democracy (majority voting to arrive at the decision), sovereignty of governments (who can pull their countries into the agreement) and global integration. But this is a trilemma and in a trilemma one can only pick 2 of 3. The suggestion is to have "thin" globalisation--agreement in some areas but not in many.

Why is it important?
If it is conceptually impossible to achieve international Internet governance, then there is no point trying for it. But if it is impossible to achieve agreement in some areas, it would be worthwhile pursuing that goal.
