Why is it important?
The tobacco industry raises false fears of increased illicit trade to oppose virtually any FDA effort to regulate cigarettes or other tobacco products; this paper shows that the practical obstacles to any such new illicit trade on both the demand and supply side are substantial, making the emergence of any large amount of illicit trade impossible.
