What is it about?

Russia's invasion of Ukraine on 24 February 2022 made it clear to many European leaders that having Russia as main supplier of coal, oil and gas entail costs. The Putin regime uses energy and food as weapons and for political blackmail.

Why is it important?

Norway and other countries' urgent need for better access to reasonably priced electric power where it is needed, and when it is needed, may entail a need for research on how to deal with issues of land use, land acquisition, expropriation and ownership/rights of e.g. hydro and wind power plants and power lines in such a way that the procedures ensure the necessary action and efficiency while at the same time ensuring that citizens and other parties to the cases perceive the procedures and decisions as fair and legitimate.

Perspectives

In short, those who are interested in research in real estate and planning will probably have a lot to do in the years to come. Among others, there will be a need for research on property registration and how to ensure insight into the beneficial ownership of property and businesses. This is so that Russian oligarchs or others who have something to hide cannot use Norway or other countries as a safe haven for money laundering, for example through investments in real estate, limited companies and/or wind mill plants.
