What is it about?

León has experienced the negative socioeconomic impacts of the decline in mining operations and coal-based electricity generation without the possibility of resorting to suitable and immediate alternative activities, despite its strategic energy, technological, and productive potential for the region. These events coincide and interact with the growing polarisation of the territory, population loss, and the disappearance of the business fabric. Faced with this situation, the need for a just energy transition in León has garnered significant social and political support. However, achieving this justice is more of a modest intention than a close reality. This paper presents the conceptual, political-regulatory, and socio-economic framework of just energy transitions in León. It then explores the processes of public participation and the resulting Just Transition Agreements promoted by MITECO in the province. It also identifies the critical limitations in their design and implementation, aggravated by COVID-19. Finally, it determines the final and procedural socio-economic implications of the current proposals for a just energy transition at the local and regional levels.
