This paper compares water use for heavy water users to the jobs and income generated by these sectors to assess water-use efficiency. It uses the Berg Water Management Area - including Cape Town and surrounds in South Africa - as a case study and discusses the implications for SDG6.

Water licences are allocated to heavy water users without a rigorous process to assess the comparative benefits of different users. This paper provides a case study of how this could be done, and shows how different water users create very different numbers of jobs and income. This is important for policy makers and water managers around the world.
