What is it about?

The article analyzes the evolution of the Brazilian federal dynamics from a temporal perspective. The temporal approach that the article uses suggests that federal political actors in Brazil have strategically employed time, in the form of speed and sequence of approval of de/centralizing laws to alter the federal power relations over time. The article identifies thirty-two decentralization laws passed in the Brazilian national congress between 1988 and 2007, and traces their sequence and speed of approval.

Why is it important?

The article contributes to the debate of federal politics in Brazil as it accomplishes the following goals: (i) identifies clear strategies behind the Brazilian process of de/centralization, (ii) explains the mechanisms that favor changes in the federal balance of power, and (iii) analyzes the relationship between use of temporal strategies and the growing institutionalization of federal dynamics.

Perspectives

The main differentiating aspect of the article it that is systematically employs temporality to explain institutional changes in federal Brazil. I hope this temporal perspective allows researchers to explore under new lenses federal relations in Brazil and beyond.
