Apart from significant budget losses caused by the healthcare fraud, contamination of the population measurement data by fraud records seriously complicates the possibility of its use for the objective analysis of population health

Subject to minimal revision, HCViewer can be used for the online monitoring of the quality of preventive screening data and also for generation of health statistics. Fraud prevention should become the responsibility of the Russian healthcare system to ensure efficiency of its function
