What is it about?
This research is an enhancement of a previous one to locate a plate number at any rotation angle. The change is done in the geometric relationship matrix that represents the geometrical layout of the symbols inside the License plate and also in the crossover operator that helps in separating the inclined candidate chromosome from other scattered objects in the image.

Why is it important?
Localizing inclined plate numbers is important in supporting different applications and also in localizing the plate number in emergency conditions. The same system can be used to localize any compound object at an angle ranging from -89 to +89.
Perspectives
With the added enhancements the new system becomes orientation independent in addition to the invariability with respect to scale and position introduced in the previous system. The updated crossover speeds up the convergence process of the genetic algorithm in case of horizontal and inclined plates.
