Why is it important?

In the informal settings in low- and middle income countries, governments are rarely able to mandate enrollment in health insurance or subsidize the premiums. When mandating and subsidies are absent, the only way to reduce the protection gap is through voluntary decision of the population. As most of the world population is in this situation, it is important to understand the factors affecting voluntary uptake.
