Why is it important?

The JRF report uses a new definition of destitution, which is broader than the usual understanding of destitution used by migrant rights organisations. My review suggests that this new, broader definition conflates different issues, and removes the link between destitution and the right to work and access public funds, which makes it more difficult to explain the reasons for destitution, or make policy recommendations.
