What is it about?

This article explores and explains the pragmatic approach in policy transfer and its influence on policy outcomes in terms of policy convergence with and divergence from universal “best practices”. The study finds that civil service reforms in Vietnam's merit-based policies are influenced by both Western and Asian models of meritocracy, making it both closer to universal "best practices" and at the same time sharpening the distinctiveness of Vietnam's policy.

This study enhances understanding of policy transfer in the context of Asian authoritarianism and suggests an analytical framework for the study of the influence of policy transfer on policy outcomes.

Perspectives

This research contributes to current debates about policy transfer. The case of Vietnam shows that policy transfer is not a linear process. Instead, it is multidirectional, complicated, and “messy”.
