What is it about?

The article is about the influence of culture in road behaviors. In other words, how much culture is influencing the way people drive. There are two useful findings: It appears that display of emotions does not seem to be linked to road behavior (hence shouting drivers don't necessarily have more accidents); however, a clear correlation exists between road fatalities and the cultural acceptance of rules by the drivers (people who believe road rules don't apply to them because they are skilled or simply in a hurry, have more accidents).
