What is it about?

We show that the level of sexual violence committed by government security forces in the first year of a civil conflict is closely related to the lagged levels of sexual violence either one or two years before conflict onset. This suggests that some of the variance in sexual violence during civil conflict may be explained by the behavior of government security forces during peace time.
