Why is it important?

The article is both highly current and conceptually rigorous. Several arguments are made here for the first time. The article was motivated by a request from UNAIDS to provide a current review in response from the Ugandan government, which was considering increasing criminal penalties for homosexual behavior. Several countries in the world currently treat homosexuality harshly.
