What is it about?

It's about how the Norwegian Central government stimulated the municipalities to increase investment in care for elderly and handicapped. They used an earmarked grant which gave the municipalitiessome degrees of freedom.

Why is it important?

The stimules worked as intended as the Investment increased - 12 000 places were funded. Additionally we found that the municipalities had some discreation and adapted the investments to local needs - municipalities with many younger user invested in sheltered housing while municipalities With many elderly invested in nursing homes.
