This article expaines why evaluation should be studied both as a method and a societal phenomenon. I Use the Norwegian PISA participation as an illustrative case.

Why is it important?
It is important because research on evaluation primarily see evaluation as a method for valuing. This perspective determines the evaluation use and influence researchers are looking for. When seeing evaluation from a dual perspective it becomes evident that we evaluate for more than one reason. This is important to bear in mind when the consequences of evaluation seem hard to find or difficult to explain.
