This article presents a new framing-based methodology and applies it to examine the role of ideology in welfare retrenchment in New Zealand from 1970-2012.

Why is it important?

Most studies that aim to measure the influence of ideology on policymaking do not systematically capture the content of policy debates, ideological arguments used, or how these arguments change over time. This alternative methodology facilitates these comparisons.
