Why is it important?

I show why random choice and proportional allocation, two common rules for assuring fairness, are less useful than rotation, and I show how rotation can be adapted to differ circumstances.

Perspectives

This article should be useful for those who design and administer games whose rules are strictly enforced, because the scores that players receive are important. In this setting, the rules matter, so the extent to which the rules are fair matters.
