Why is it important?

The analysis identifies similarities and differences across countries in terms of trends, policy directions and reforms, and shows that different reform paths largely explain why progress in human development has been uneven. The paper, while acknowledging that today there is greater convergence in objectives and policy directions, discusses the specific challenges faced by each of them.
