It is important to understand that laws and regulations in China are for advancing the Party-state's political objectives. China's wildlife protection law has an inherent flaw, that is seeing wildlife as a resource for human use. When that use helps advance the Party-state's political objectives, that use is tolerated even though it might violate laws.
