What is it about?

Many people want to figure out how to create more integrated schools. This paper describes a federal policy from the 1970s, the Emergency School Aid Act of 1972, that incentivized school desegregation. Combining a financial incentive with rigorous oversight, similar to this policy, could be one effective strategy today.
