What is it about?

The Southeast Florida Regional Climate Change Compact is a partnership of four counties (Broward, Miami-Dade, Monroe and Palm Beach) and 26 municipalities within those counties to advance climate adaptation strategies. It was voluntarily created by Broward, Monroe, Palm Beach and Miami-Dade counties in 2009.

Why is it important?

President Obama regards the Compact as “one of the nation’s leading examples of regional-scale climate action” (Office of the Press Secretary 2014). He has highlighted it as “a model not just for the country, but for the world” (Office of the Press Secretary 2015). This paper provides the first independent analysis of the impact of the Compact on climate action.

Perspectives

The Compact has given momentum to local climate action in the absence of state and federal policy leadership. We also identify shortcomings and conclude that efforts need to be scaled-down for implementation and scaled-up into state and federal policy for action.
