What is it about?

This paper is an effort to understand why some terror groups invest on positive strategies to win hearts and minds of their constituency, while others not. We explore what group features allow which groups to build negative or positive reputation among their target audience and constituency.

Why is it important?

This paper makes an unique contribution to the terrorism studies by differentiating audiences by arguing each action they engage in sends multiple signals to different audiences. We contend that terror groups engage in some actions from a cost/benefit perspective where the risk is a driving factor of their strategic calculation. To this end, we are utilizing a new dataset coding terror groups' actions in regard to their constituency and target audience.
