This paper tries to understand the motivations of Jamaica's public servants. The paper explores when, where, and why those motivations may sometimes not serve the public interest.

Why is it important?

--First article to explore "public service motivation" in the Caribbean. --Finds civil servants motivated to serve the public but unable, given socio-cultural and political constraints, to realize this ambition. --Challenges simple application of an American concept to a developing country and suggests why such simple applications may run into difficulty.
