Why is it important?

A good example of a post conflict country and the ushering in of a new local governance model and lessons that can be learnt, both good and bad.

Perspectives

I have been specialising in local government throughout my academic career - teaching and learning; research and community engagement. In additiion, I have been part of the process and seen it evolve through its many trial and tribulations. Consequently, I derived a great deal of personal satisfaction in writing the article, highlighting the positives and negatives that has either enhanced the system or hampered it.
