What is it about?

Back in 2007 me and my coauthors were able to show the effect of research networks on the innovative performance (as measured by patents) of european regions. In this new paper we are able to show that a substantial change has occurred between the 5th and the Sixth Framework Programme. While central regions were able to extract scientific and technical knowledge from peripheral ones in the 5FP, in the 6th most of east-west scientific networks were designed mostly for qualifying for funds rather than to be effective and efficient channels of knowledge

Why is it important?

Because it shows the geographic effect of seemingly neutral scientific policy instruments such as "support to scientific networks ". In particular the paper shows that in the 6th EU Framework Program, very different rationales are behind the establishment and functioning of networks in which coordinators were based in the "Old" EU15 member countries, as compared to those in which the coordinators were based in the "New" members of UE26.
