What is it about?

With the growth of casual and short term contract employment, as well as job mobility, access to various employment entitlements has been curtailed. This article examines the case of long service leave in Australia, currently restricted to workers who remain with the same employer for more than 10 years. Based on a European rationale of 'flexicurity', we offer models for portability of long service leave, thus extending this provision to all workers.

Why is it important?

Employee entitlements of all kinds are frequently based on standard full-time work, including long service leave. This work offers practical models for making long service leave available to workers more generally, including casuals and short term contract workers. Although long service leave is a uniquely Australian entitlement, it offers a means for implementation of a European style 'flexicurity' approach, which combines encouragement of flexibility with employment security. The approach may also offer models for implementing other more internationally common entitlements to non standard workers.
