What is it about?

This paper argues that foreign aid can be used to reduce terrorism in aid-receiving countries. If donors extend aid that focuses on improving civil society and governance, aid can reduce the incentives of individuals to participate and support terrorism. Supporting global democracy and civil rights through foreign aid should therefore be a policy we should seek to expand rather than contract.
