Why is it important?

Measuring inappropriately, or the wrong parameters and/or the misinterpretation of data can lead to poor or inappropriate decisions, which can subsequently impact on patient care

This paper aims to highlight the difficulties of carrying out needs assessments, the implications this can have on commissioning of services and the great significance which can result on patient care.
