Why does discrimination against religious minorities fail to result in negative views of government?

What is it about?

Many people think that discrimination and economic inequality leads to conflict. Yet many studies show this is not the case but fail to fully explain why. We argue that it is because inequality and discrimination rarely lead to political activity unless elites make an effort to "mobilize" these issues--that is they actively promote political activity around these issues.
