What is it about?
Both the No Child Left Behind Act and Race to the Top were mistakes--overreaches by the federal government. The replacement law is just a lighter version of NCLB. A new vision is needed. Here is a proposal that has the federal government setting broad categories where improvement is needed and also subtantial funding while the states and local school districts make the decisions on how to go about fulfilling those priorities. Suggested areas are pre-school, teacher training and pay, curriculum, and school finance.

Perspectives
I have followed this issue of the federal role in education since 1967, when I began work as the staff director and counsel of the elementary and secondary education subcommittee in the U.S. House of Representatives. In 1994 I left the education committee and founded a think tank in Washington dealing with education. I led that research and advocacy center until 2012.
