What is it about?
1915(c) Medicaid Home and Community-Based Services (HCBS) waiver programs serving children with mental health needs are less numerous and comprehensive than those for other child populations. This observational study all state 1915(c) Medicaid waiver programs for children with complex behavioral health needs, observed over twenty years, illustrates significant differences in programs across states and notable changes within programs over time. Wisconsin consistently provides the most generous benefits and coverage, while significant changes in program generosity were observed over time in Wyoming and Kansas.
