What is it about?

Value-based payment systems in healthcare rely on programs of quality measurement for determining reimbursement. Lately, some have recommended that such measurement programs only use measures of outcomes, as opposed to measures of treatment processes or structural characteristics of providers. However, there are problems with outcome measures that limit the effectiveness of any quality measurement program that would be exclusively based on them.
