What is it about?
To understand the configuration of EP programs and plan for a statewide evaluation, this report describes the landscape of California’s EP programming, including service composition, funding sources, inclusion criteria, and data collection practices. Findings highlight the importance of assessing the impact of program variability on outcomes, the significant challenges in retrospectively evaluating program effectiveness, and the need to harmonize program data collection before conducting an evaluation.
